The confirmed roof-covering rule
The roof-specific notice supplies the reroof exemption. It does not state a roof-repair percentage threshold or remove installation requirements.

Basehor's reroof notice gives a direct answer for roof-covering work. Understand the exemption and the obligations that remain.
Basehor gives roof-covering work a specific permit exemption while retaining installation and contractor-registration requirements. The useful distinction is between reroofing and a project that changes the structure or grows beyond that covering scope.
This guide separates the direct Building Department notice, the local code amendments and property jurisdiction. It keeps the confirmed reroof answer clear without extending it to work the notice does not define.
Basehor's Building Department says building permits are not required for re-roofing. The same notice says roofing installations must meet the adopted 2018 International Residential Code with local amendments, and that Ice and Water Shield is required. A permit exemption does not remove the installation requirements.
The notice also requires a city business license before reroofing and Kansas roofing registration. These are distinct from issuing a project permit.
The direct city notice states permits are not required for re-roofing.
Adopted code, local amendments, ice-and-water protection and contractor-registration requirements still apply.
The notice doesn't define structural alterations, replacement of roof decking, commercial membrane projects or a roof-repair threshold. Those aren't grounds to declare all such work exempt. If the project changes the structure or grows beyond replacing the covering, the scope needs to be checked against the applicable building rules.
The general permit provisions in Section 8-78 address covered construction and remodeling, permit-holder responsibilities and licensing or an applicable exemption. They don't erase the separate roof-specific notice. They are why a changed structural scope must be treated separately from ordinary reroofing.
The roof-specific notice supplies the reroof exemption. It does not state a roof-repair percentage threshold or remove installation requirements.
Structural work, deck replacement and commercial alterations are not defined by that brief notice. The actual scope needs its own determination under the applicable rules.
The city's current Section 8-52b records local amendments to the 2018 IRC, including an ice-barrier requirement in its local criteria table. Ice-and-water underlayment protects vulnerable roof areas as part of an assembly; it doesn't make a worn covering, failed flashing or poor drainage sound.
The emergency-repair amendment addresses an application on the next business day where applicable and keeping work open for required inspections. It should not be read as a universal permit requirement for every reroof when the Building Department separately states the exemption.

First establish which authority governs the property. Basehor's GIS includes parcel and municipal-boundary layers; a postal label doesn't decide the jurisdiction. Then distinguish the roof covering from structural, deck or commercial work.
The published fee sheet has dated entries and doesn't establish a current reroof fee or a universal inspection sequence. We don't attach a made-up fee to an exempt reroof. Any applicable fee or inspection requirement follows the actual scope and governing authority.
